Main responsibilities and duties of the post

1. Oversee the work of the Regulatory and Operational Development Section and Permit Issuance Section that are part of the Foreign Labour Department and provide technical guidance to the section staff.

2. Strategic Leadership and Policy Direction:

Assist in developing and implementing the department's strategic plan and contribute to developing foreign employment policies and regulations and rules.

3. Operational Management:

Overseeing the work of sections and maintaining the expert system.

4. Reporting and Data Management:

Conducting comprehensive analysis, maintaining the database and preparing progress reports.

5. Crisis Management:

Taking action in individual cases, implementing a voluntary return programme and carrying out work to combat human trafficking.

6. Advising and consulting on certain matters that can be done to improve the running of the department in the capacity of the department's senior officer.

7. Participating in delegations and committees/workshops/seminars that the ministry should represent in the capacity of the department's most senior officer.

8. If a section officer under the Foreign Labour Department is on leave, the section officer is to undertake the responsibilities of the section officer from the next day onwards.

9. Additionally, to assist and participate in the work of special matters affecting the entire ministry and involving all staff.

Requirements of the post

1. With a doctoral degree at level 10 of the National Qualification Framework of the Maldives in a field related to the position, and having 4 years of work experience in the area of work of the position, and within that period having worked for at least 2 years in the field of management.

or;

2. With a master's degree at level 9 of the National Qualification Framework of the Maldives in a field related to the position, and having 8 years of work experience in the area of work of the position, and within that period having worked for at least 2 years in the field of management.

or;

3. With a degree at level 7 or 8 of the National Qualification Framework of the Maldives or a bachelor's honours degree in a field related to the position, and having 12 years of work experience in the area of work of the position, and within that period having worked for at least 2 years in the field of management.

Areas of work for the post:

Managerial level work related to formulating, developing and implementing employment and workforce-related policies, policies or strategies, and technical work and research-related work.

  4. If a staff member with a service agreement to serve the Civil Service / Government is transferred to this position, a letter issued by the office providing the service stating that there is no objection to leaving the position.
  5. Copies of educational certificates obtained;

(a) For educational certificates issued by institutions outside Maldives that have been graded by the Maldives Qualifications Authority at a certain level, copies of the educational certificate and transcript; or: in cases where there is no certificate, a copy of the letter confirming completion of the course and a copy of the assessment report and transcript issued by the Maldives Qualifications Authority.

(b) Copies of educational certificates and transcript issued by local educational institutions in Maldives; or copies of letter confirming completion of the course and copies of transcript.

  1. Copies of documents covering the following criteria providing work experience:

(a) If work experience has been gained in a civil service post, in a state institution, in a government-owned company, a letter from that office stating the work undertaken, the period of work (in years, months and days), and the responsibilities of the post (if work has been undertaken in different posts in one institution, the responsibilities should be stated separately for each).

(b) For work experience within the civil service that cannot be verified from https://myaccount.csc.gov.mv/, a letter from that office stating the work undertaken and the period (in years, months and days) confirmed by that office, and stating the responsibilities of the post (if work has been undertaken in different posts in one institution, the responsibilities should be stated separately for each).

(c) If work experience has been gained in a private company or private organisation, a letter from that organisation stating the work undertaken, the period of work (in years, months and days), the responsibilities of the post (if work has been undertaken in different posts in one institution, the responsibilities should be stated separately for each) and the number of staff at the workplace.

(d) If work has been undertaken in a national or international association or society, a letter from that organisation stating the work undertaken, and the period (in years, months and days), and the responsibilities of the post (if work has been undertaken in different posts in one institution, the responsibilities should be stated separately for each). This letter should state whether the position held is a salaried position or not, or alternatively, an official letter from that organisation confirming this.

(b) If employed in a Government established agency, or a registered private company or private agency, or a registered national or international organisation or association, the written confirmation issued by the office stating the position held, duration of employment and (in years, months and days), and job responsibilities (even if work has been carried out in different positions in different departments of one agency), or if no such written confirmation can be obtained, the 'Reference Check Form for Job Applicant' in Table 8 of the Recruitment Rules.

Criteria to be considered for the person to be most suitable for this post

The criteria for considering the most suitable person for this post are stipulated in Article 12 of the Criteria and Principles for Eligibility and Appointment to Civil Service Posts 2023 (Second Amendment).
