Requirements

(a) Holding a Master's degree (a qualification at level 9 of the National Qualifications Framework of the Maldives) in a field related to the work, and having at least 1 year of work experience in a field related to the post.

Alternatively,

(b) Holding a Bachelor's degree (a qualification at level 7 of the National Qualifications Framework of the Maldives) in a field related to the work, and having at least 3 years of experience in a field related to the work.

Alternatively,

(c) Holding a Diploma (a qualification at level 5 of the National Qualifications Framework of the Maldives) in a field related to the work, and having at least 4 years of experience in a field related to the work.

Alternatively,

(d) Having worked for 3 years at the Human Rights Commission in a Lead Officer or higher level position, and meeting the requirements for a Lead Officer level post.

Responsibilities of the post

  1. Monitor all departmental activities as directed by the Director General, participate practically in implementing staff work, supervise unit staff and provide necessary guidance and assistance to them.
  2. Conduct departmental meetings and manage administrative work, and execute work in accordance with the set procedures.
  3. In the absence of the Director General, manage the departmental operations and monitor the extent to which the Annual Work Plan is being implemented.
  4. Developing Human Resources plans for the Commission and implementing all unit tasks in accordance with such plans.
  5. Familiarising employees with various policies and regulations related to them and taking steps to train employees in these matters.
  6. Conducting 'Training Needs Analysis' to identify training required for employees, and based on this analysis, developing and implementing employees' capacity development plans, and conducting induction programmes and orientation programmes to familiarise employees with their jobs.
  7. Collecting information related to the unit from other departments necessary for the Commission's annual report and other reports prepared by the Commission, compiling such information and completing it, and providing information and detailed accounts related to the unit's work that are requested by other departments.
  8. Using the knowledge and skills that employees acquire from various training programmes for developing employees, providing assistance to the Director General and Secretary General regarding ways the Commission's work can be progressed most effectively.
  9. Reviewing the Commission's job classification and salary classification and identifying necessary changes to be made, and carrying out that work.
  10. Conducting job analysis and identifying necessary changes to job descriptions and administration, and carrying out all necessary work to make such changes.
  11. Reviewing the employee performance appraisal system and carrying out related work.
  12. Carrying out work related to recruiting employees and implementing decisions made by the Commission regarding separation from employment.
  13. Regarding announcements made to recruit employees needed by the Commission, overseeing all stages of the employee recruitment process in accordance with the prescribed regulations, and monitoring that work.
  14. Ensuring that all leave entitlements received by employees are managed in accordance with prescribed regulations, and improving the system for maintaining employee records and carrying out that work.
  15. Taking corrective action when correction is needed between employees and maintaining records of warnings and advice given to employees.
  16. In accordance with the Human Rights Commission's law and regulations, the principles of the Ministry responsible for financial matters, and related laws and regulations, implementing and monitoring work related to employee attendance, leave, salary and benefits.
  17. Establishing an environment for working together by maintaining contact with departments, government offices, as well as private parties.
  18. Providing assistance by participating in election monitoring activities, field work and media monitoring activities carried out to monitor events and demonstrations, participating in public awareness programmes, and participating in trips organized to disseminate information.
  19. Representing the Commission and providing necessary information by participating in national and international meetings, seminars and media programmes related to human rights.
  20. In addition, participating in trips organized by the Commission and actively participating in various activities and other work being carried out by the Commission.

Documents to submit

  2. Attested copy of educational certificates mentioned in the requirements of the post as the original.

2.1 If the certificate submitted is a course certificate issued by a centre in the Maldives, an attested copy of the original.

2.2 If the certificate submitted is a course certificate issued by a centre outside the Maldives, an attested copy of the original accredited by the Maldives Qualifications Authority.

2.3 If the certificate has not been issued, an attested copy of the assessment report issued by the Maldives Qualifications Authority together with a letter from the college or university confirming completion of the course.

  1. Attested copy of course transcripts as the original.
  2. Curriculum vitae (C.V) of the applicant.

(The duration of experience mentioned in the CV shall be calculated based on the duration stated in the letters of work experience or work history for the position applied for. If this information is not provided in the letters of work experience or work history for the position applied for, the duration shall not be calculated.)

  1. Two clear copies of both sides of a card confirming that the person is a Maldivian citizen.
  2. If the person has previously held a position or is currently holding a position, official documentation showing the duration of the positions and the responsibilities of those positions.

The official letter must contain the following information.

  • Letterhead or place address and phone number and email.
  • Stamp.
  • Name, position and signature of the responsible person of the place of employment or current employment.

(After the announcement deadline passes, no letter submitted and no letter indicating the period of work experience held will be given points in eligibility evaluation and point allocation.)

Otherwise

  1. If the Commission deems it necessary, the decision on extending the contract period for this post shall be made based on the quality of work by the Commission.
  2. If more than 10 candidates apply for this post, after administering a screening test to all applicants, 10 candidates shall be shortlisted based on the test results. Shortlisted candidates shall be given a theory test, and those who pass shall be called for an interview.
  3. The theory test for candidates applying for this post shall be held at the Commission's main office (M. Chandbaleevilaa (Star Clouds Building, 12th Henveiru)).
  4. If a candidate is absent on the day specified by the Commission for the theory test or interview for any reason, no further test or interview shall be administered.
  5. Persons applying for positions in the Commission shall be Maldivian citizens aged between 18 (eighteen) and 55 (fifty-five) years.
  6. A member of the Commission, or a relative of a member of the Commission, or a relative of an employee of the Commission (mother, father, sibling, spouse, child, nephew or niece, or cousin) shall not be eligible for a position in the Commission.
  7. If a person selected for this post is registered in a political party, they shall be removed from the registration of the party upon being appointed to the post.
