Main responsibilities and duties of the post
- To design a monitoring framework that monitors the conditions of beneficiaries under the social protection programmes carried out by the Agency according to standards, and to prepare a monitoring toolkit in consultation with relevant stakeholders.
- To provide technical support and guidance to staff required for implementing the monitoring framework and toolkit prepared for monitoring the living conditions of beneficiaries under the social protection programmes carried out by the Agency according to standards, and to establish a system for carrying out the work required to implement that framework.
- To prepare an action plan in a manner that enables the achievement of targets included in the Government's strategic action plan, for monitoring the conditions of beneficiaries under the various social protection programmes carried out by the Agency, under the guidance of the Agency's Chief Executive Officer.
- To establish a system for conducting impact evaluations of beneficiaries under the various social protection programmes carried out by the Agency. In this regard, in matters relating to monitoring and evaluation, to identify areas requiring technical and financial assistance from domestic and international organisations and civil society groups, and to conduct the work required to obtain the technical and financial resources needed for such research.
- To undertake the work required to obtain financial and other resources necessary for monitoring the islands included in the action plan prepared for monitoring beneficiaries under the social protection programmes carried out by the Agency, and to establish a system through which the action plan is implemented so that targets set each year are monitored.
- To prepare unified information and statistics relating to the conditions of beneficiaries under social protection programmes, to analyse and report them, to arrange for the software and applications necessary for this work, and to provide technical support and guidance to staff required for using those resources.
- To report the analysed information regarding monitored beneficiaries to the required parties, and to establish a system through which information about new beneficiaries is regularly shared with the Programmes Section, and to verify that people to be removed from lists are removed.
- To establish a system through which information about changes in the conditions of beneficiaries registered in the Agency's assistance programmes is recorded, and to undertake the work required to regularly share that information with the party to which it should be shared.
- To establish a system through which information about beneficiaries under social protection programmes who are deceased or who have come under the care of the State is regularly received by the Agency, and in this manner to establish proper coordination with stakeholders and to link their databases with the Agency's database under the advice and guidance of IT software.
- To undertake the work required to verify to the greatest possible extent that people included in the lists of beneficiaries under the various social protection programmes carried out by the Agency are indeed entitled to that assistance, and to implement it.
- To provide technical support to impact evaluations carried out by the Agency in conjunction with international organisations, and to represent the Agency in such research and to prepare technical documents required to be prepared by the Agency.
- On the basis of information gathered under impact evaluation and monitoring and evaluation, to provide technical support and guidance to the office managers and relevant sections regarding changes that need to be made to social protection programmes.
- To establish a system through which the impact of assistance given by the Agency under social protection programmes to beneficiaries can be demonstrated, and to ensure that the information is used in policy-making by identifying ways in which that information should be maintained.
- To establish a system through which overpayments made to beneficiaries under social protection programmes for various reasons can be recovered in future.
- To establish agreements with beneficiaries who have received overpayments under social protection programmes for various reasons and to verify that payment is made in accordance with the schedule, and to establish a system through which accounts related to this matter are properly maintained and monitored.
- To list the tasks of the monitoring section and oversee their implementation, and to arrange for the human and other resources required for the section to be available.
Requirements of the post
1. A Doctoral degree at Level 10 of Maldives' National Qualifications Framework in a field related to the duties of the post, and a minimum of 2 years of work experience in a supervisory or management capacity related to the duties of the post.
Or
2. A Master's degree at Level 9 of Maldives' National Qualifications Framework in a field related to the duties of the post, with 4 years of work experience in the field of the duties of the post, of which a minimum of 2 years must be in a supervisory or management capacity.
Or
3. A degree or Bachelor's Honours degree at Level 7 or 8 of Maldives' National Qualifications Framework in a field related to the duties of the post, with 8 years of work experience in the field of the duties of the post, of which a minimum of 2 years must be in a supervisory or management capacity.

(a) For educational certificates issued by institutions outside Maldives that have been graded by the Maldives Qualifications Authority at a certain level, copies of the educational certificate and transcript; or: in cases where there is no certificate, a copy of the letter confirming completion of the course and a copy of the assessment report and transcript issued by the Maldives Qualifications Authority.
(b) Copies of educational certificates and transcript issued by local educational institutions in Maldives; or copies of letter confirming completion of the course and copies of transcript.
- Copies of documents covering the following criteria providing work experience:
(a) If work experience has been gained in a civil service post, in a state institution, in a government-owned company, a letter from that office stating the work undertaken, the period of work (in years, months and days), and the responsibilities of the post (if work has been undertaken in different posts in one institution, the responsibilities should be stated separately for each).
(b) For work experience within the civil service that cannot be verified from https://myaccount.csc.gov.mv/, a letter from that office stating the work undertaken and the period (in years, months and days) confirmed by that office, and stating the responsibilities of the post (if work has been undertaken in different posts in one institution, the responsibilities should be stated separately for each).
(c) If work experience has been gained in a private company or private organisation, a letter from that organisation stating the work undertaken, the period of work (in years, months and days), the responsibilities of the post (if work has been undertaken in different posts in one institution, the responsibilities should be stated separately for each) and the number of staff at the workplace.
